Latin America starts arrangements for next WTDC to be held in October in Buenos Aires

ITU World Telecommunication Development Conference agenda, which will include migration to NGN networks, national broadband plans, rural communications and new spectrum management tools is discussed this week in Asuncion.

Today, the Regional Development Forum for the Americas (RDF-AMS) begins in AsunciOn, Paraguay. The event is organized by the Paraguayan Comisión Nacional de Telecomunicaciones (CONATEL) (Telecom Regulator) and precedes the Regional Preparatory Meeting for the World Telecommunication Development Conference (WTDC-17), which will run until Friday.

Proposals for Buenos Aires Action Plan, which will include four strategic objectives and 14 outcomes aimed at contributing to the achievement of the goals of the UN 2030 Agenda for Sustainable Development, the ITU Connect 2020 Agenda and the lines of action of the World Summit on the Information Society (WSIS) will be discussed in Paraguay.

The agenda, developed with the participation of the Telecommunication Development Advisory Group (TDAG), will include activities aimed at providing assistance to ITU Member States in various aspects, such as digitizing analogue networks and applying accessible wired and wireless technologies, with special attention to the interoperability of ICT infrastructure; providing assistance to developing countries in their medium- and long-term planning for the development and implementation of national ICT plans; broadband networks; promoting Internet Traffic Sharing Points (IXPs) as a long-term solution to progress in the area of ??connectivity and supporting ITU members in deploying of/migrating to IPv6-based networks and applications in collaboration with specialized organizations.

Priority will also be given to rural communications, such as providing information on appropriate access technologies, appropriate network core connection links and power supply to bring connectivity to unserved or under-served rural areas; and implement projects on public and/or community broadband access points in collaboration with community members and taking into account adequate technologies - including satellites - and business models that aim at financial and operational sustainability.

As regards spectrum issues, it will be analyzed to continue maintaining, updating and extending the Spectrum Management System for Developing Countries (SMS4DC); providing technical assistance and organizing training activities for the deployment and use of the system; development of spectrum management structures, procedures and tools, including new approaches to spectrum sharing and the harmonization of regional spectrum allocations, including coordination procedures in border areas.

Government analyzes partial privatization of Copaco

The state operator is going through a delicate moment. Its income does not cover operating expenses and it must fulfil a debt obligation of US$110 million. Furthermore, the lack of investments led to the obsolescence of its infrastructure. Oscar Stark, president of the firm, states that alternatives are being evaluated to obtain the necessary funds, including the possibility of adding private partners. And he believes that in 18 months "the situation will be resolved."
