The Alliance was founded by nine institutions: the Asociación de Aseguradores de Chile (Association of Insurers of Chile); the Asociación Chilena de Empresas de Tecnología de Información (Chilean Association of Information Technology Companies); the Cámara Chilena Norteamericana de Comercio (AmCham Chile) (Chilean North American Chamber of Commerce); the Cámara de Comercio de Santiago (CCS) (Chamber of Commerce of Santiago); the Association of Engineers of Chile; the Faculty of Physical and Mathematical Sciences of the University of Chile; the Digital Country Foundation; the Chilean Institute of Law and Technologies; and the Universidad Tecnológica de Chile Inacap (Technological University of Chile). The opening ceremony was attended by Senators Felipe Harboe and Kenneth Pugh, as well as by representatives of the Ministries of the Interior and Defense, the Undersecretary of Defense, the Senate Extension Center, and the Chilean Investigation Police.
