NEC, IDB Lab and Bitcoin Argentina to test a digital identity portfolio

Between May and June, field tests of a documentation certification portfolio developed by NEC will be carried out, with preselected users from Barrio 31, in the city of Buenos Aires. Through an app they will be able to accredit training courses and personal identification information to facilitate access to microcredit for ventures.

Hernán Van Messem, Account Manager for the Public Sector of NEC Argentina, told Convergencialatina that it is a local development of the firm. Initially, the platform was designed to identify the person through modules and facial recognition systems, and then it was mounted on Blockchain, together with the RSK company. As the IDB requested that the development be cross-platform and operate with different Blockchain, they are also awaiting for the reactivation of the Argentine Federal Blockchain - of which NEC is a partner - to test there as well.

Beyond the use case in Barrio 31, NEC aims to replicate the development for purchasing systems and certification of titles of provincial government ministries of education.

The state operator is going through a delicate moment. Its income does not cover operating expenses and it must fulfil a debt obligation of US$110 million. Furthermore, the lack of investments led to the obsolescence of its infrastructure. Oscar Stark, president of the firm, states that alternatives are being evaluated to obtain the necessary funds, including the possibility of adding private partners. And he believes that in 18 months "the situation will be resolved."
