MinTIC launches its Transition Plan to New Technologies until 2022 and announces a spectrum auction

The technology portfolio published the guidelines of its Transition Plan to New Technologies, which will run until 2022 and seeks to modernize 2G and 3G networks, towards 4G technologies, hoping that in two years the number of users connected to this network will pass from 21.3 million to 27 million. It will begin with public policies and regulatory actions that promote the expansion of coverage and modernization of networks in the country, which will be done through obligations as a form of payment of the economic consideration derived from the use of spectrum.

In addition, the MinTIC proposes a new auction of spectrum in the 700 MHz, 1,900 MHz, 2,500 MHz and 3,500 MHz bands in 2021. On the other hand, it seeks to reduce tax or tax burdens on the import and sale of cell phones compatible with 4G, in order to make the devices more accessible to people with fewer resources. For this, the MinTIC will present a proposal to the Ministry of Finance and Public Credit, as well as to the Dian (Directorate of National Taxes and Customs).

Government analyzes partial privatization of Copaco

The state operator is going through a delicate moment. Its income does not cover operating expenses and it must fulfil a debt obligation of US$110 million. Furthermore, the lack of investments led to the obsolescence of its infrastructure. Oscar Stark, president of the firm, states that alternatives are being evaluated to obtain the necessary funds, including the possibility of adding private partners.
