Lack of agreements to access infrastructure, main reason for intensifying asymmetric measures

The commissioner of the Mexican regulator, María Elena Estavillo, explained to Convergencialatina the process for the new obligations applied to Televisa and América Móvil. In addition, she acknowledged a lack of effectiveness in the obligations implemented since 2014.

The asymmetric measures imposed by the Instituto Federal de Telecomunicaciones (IFT) (Federal Telecommunications Institute) on Prevailing Economic Agents (Spanish: Agentes Económicos Preponderantes, AEP) in telecommunications (América Móvil) and broadcasting (Televisa) in 2014 had several tangible results: mainly, many interconnection agreements were reached and mobile telephony  subscriptions were lowered (especially for the newcomer, AT&T) and the Internet for end users. But there were other aspects that did not work, which obliged the regulator to rethink new actions.
