The National Connectivity Plan that the Brazilian government launched in public consultation in 2017, in search of defining new guidelines of the next Telecommunications Law, will take a long time until a single project can be drafted as an effective tool to develop telecommunications. A total of 89 collaborations of companies, organizations and entities related to the sector were presented: in general terms, it is observed that there is no agglutinating point or issue with consensus among the actors. What is missing is diversity, even between members of the same segment, such as operators.
