According to Ana Valero Huete, Director of Regulation of Telefónica Latin America, in order to be able to connect to less populated areas, it is necessary to create new sustainable business models, network models for low densities that allow profitability (access networks being open, flexible, having mobile connectivity, allowing scalability if demand increases), adapted operational models and a regulation that promotes the deployment of this type of coverage. She detailed this during the Broadband Forum for rural areas, an event organized by the International Telecommunications Union (ITU) in advance of the Latin American Telecommunications Congress (Spanish: Congreso Latinoamericano de Comunicaciones, CLT) 2018, which takes place in Varadero, Cuba.
