Zero Rating, Facebook as prevailing app and danger of "digital assistance"

Flavia Lefevre, adviser to CGI.br of Brazil, was one of the clearest voices in demanding an ex ante regulation for countries with infrastructural deficiencies. There, Zero Rating options are restricting access to applications such as Facebook and WhatsApp, and do not allow the user to choose other competing content. The Red de Desarrollo Sostenible of Honduras referred to these practices as "digital assistance".

The debate on net neutrality was one of those that gathered more voices, in the first day of Lacigf 11, held yesterday in Buenos Aires. Flavia Lefevre, adviser of CGI.br of Brazil, affirmed that in her country C, D and E population segments access the Internet mostly through mobile devices, with limited data plans, which once completed only allow the use of Facebook, first, and Whatsapp. "Customers are subject to Facebook algorithms, Fake News attempts, and can not choose to access other competing applications. There is a prevalence of Facebook as an application and restrictions to which we must pay attention to these Zero Rating plans", she said.
