Óscar León, Executive Secretary of CITEL, said the region faces the challenge of evolving from traditional regulatory frameworks toward more agile, collaborative, and evidence-based models.

During the panel “Regulatory Improvement in Progress,” held within the framework of CLTD – M360 2026 organized by ASIET and GSMA in Mexico City, León warned: “The speed of technology has already surpassed the speed of regulation. Latin America needs institutions with greater capacity to adapt to processes of innovation, investment, and digital transformation.”

León said CITEL has been developing technical support processes in various countries across the region to strengthen regulatory capacities and support the implementation of national institutional modernization roadmaps.

As part of this work, CITEL is analyzing around 54 regulatory instruments related to communications services, using advanced artificial intelligence tools to assess regulatory consistency, administrative burdens, and opportunities for simplification.

The project has already processed more than 725 pages of regulatory material and 2 million characters analyzed, in addition to conducting multisectoral interviews with mobile and fixed operators, satellite operators, digital platforms, small ISPs, manufacturers, academia, civil society, and multilateral organizations.
