The state firm has vital spectrum bands for the deployment of the new mobile technology. The Micitt does not finish deciding on the recovery of the bands and proposes a tender for high and low bands, but not for the averages. The private sector rejects this solution, not at all Solomonic. The consequence is that 5G does not take off.

To move forward with the deployment of 5G, Costa Rica needs to remap its spectrum licenses. And there it finds itself with the problem that the most interesting bands for the new mobile technology, those of 2.6 GHz and 3.5 GHz, are partially granted to the Instituto Costarricense de Electricidad (ICE), a public services and telecommunications state provider.
