The National Public Services Authority (Autoridad Nacional de los Servicios Públicos, ASEP) announced the launch of an international public tender process to grant a new concession for mobile cellular services. The measure seeks to reintroduce a third operator into a market that, in recent years, has seen a reduction in the number of competitors, falling from four to just two.
