During the round table on regulation in Latin America that took place yesterday at the GSMA Mobile 360 ??Series in Buenos Aires, José Juan Haro, director of Regulation and Wholesale Business of Telefónica Latin America, said that while trying to think about the future "we bear the burden of a past with rules that were not removed", referring to old regulations, which must continue to be fulfilled, as those related to interconnection, public telephones and SMS, among others, and asked: "Are those really the discussions that we have to have?".
Hernán Verdaguer, Regulation Director of Telecom Argentina, supported the idea that the regulation is delayed and exemplified: "They are controlling us on the voice and not on the digital field, we receive inspections and requirements on fixed and mobile voice, something that requires a lot of people, of time and work, and it's something that we have to harmonize".
Likewise, Haro argued that "a fashion to ignore contracts is being imposed and this causes a lot of damage to the industry", in relation to conflicts with the award in Colombia and the reversal in the allocation of spectrum in Chile. He emphasized that the future of digital transformation must be deregulation.
In the same vein, Karim Lesina, vice president of Regulatory Affairs at AT&T, said that operators and regulators should work together to develop common rules to achieve harmonization in the region.
