The Minister of Modernization, Andrés Ibarra, inaugurated the World Conference on Telecommunication Development (WCTD 2017), which is being held this week in Buenos Aires. As anticipated this morning by Convergencia, Ibarra highlighted digital inclusion goals as the decision to provide connectivity to two million households by 2020 and increase the average speed from 6 to 20 megabytes in other three and a half a million.
The minister reiterated the promise of a Convergent Law "to give stability to the sector" and at the same time justified the Executive's action to legislate through decrees "to normalize the situation". However, he did not give details on the new law. Instead, he said that in the short term works will be done to regulate fiber optic layings in public works and the use of state buildings for the installation of infrastructure. In addition, he said that Enacom will launch in 2018 a plan to measure the quality of the service and will carry out a connectivity mapping in the provinces.
Regarding the Arsat 3, Ibarra said that they are studying different possibilities with different suppliers and manufacturers. In statements to the press he also included the letter of intentions signed with Hughes, although that possibility would be already almost discarded.
The Chief of Staff Marcos Peña, ITU General Secretary, Houlin Zhao, and Brahima Sanou, Director of ITU Telecommunication Development Bureau also attended WTDC 2017 opening event.
