Haps embody the new expectation to achieve total global connectivity

The so-called "High Altitude Platforms" or Haps will occupy a central place in discussions of the next World Radiocommunication Conference 2019 (WRC-19). Driven by giants like Google and, fundamentally, Facebook, Haps promise to provide total connectivity to the planet, but new spectrum requirements will add controversy to the already controversial debates between the mobile and satellite industries.
