Andrés Michelena, Minister of Telecommunications of Ecuador, urged its creation at the opening of the Seventh Ministerial Conference on the Information Society in Latin America and the Caribbean, which began yesterday. The fund could be constituted with at least 1% of the GDP of each country, to reduce the digital divide.
At the meeting that discusses the digital agenda in the region until 2022, Michelena said: “We are aware that without public resources, without private funds and without the financial leverage of global multilateral organizations (IMF, World Bank, OECD) and regional ones (IDB, CAF), the path will be hard and difficult. For this reason, from Ecuador we propose to create a Latin American fund for the rural deployment of telecommunications infrastructure".
