In a panel that gathered representatives of Perú, Brazil, Uruguay and the United States, officials raised the challenges of spectrum harmonization in a context of technological innovation that even called for a redefinition of its conditions. Thomas Sullivan, acting director of the International Bureau of the US Federal Communications Commission, said that new technologies open up a great opportunity to change the definitions of harmonization: "In the case of the 600 Mhz band, for example, we are trying not to repeat past mistakes and learn from new lessons. We have worked together with Canadá y México and have even made proposals to Citel. It is important that they give us flexibility: even if there are countries that do not yet think about progressing in this band, they should consider it, we must discuss this as quickly as possible because there is a need for broader spectrum," Sullivan said.
