The International Telecommunication Union (ITU) Plenipotentiary Conference, which took place between October and November in Dubai, adopted amendments to Resolution 203 on Connectivity to broadband networks with the invitation to Member States "to facilitate connectivity to satellite and terrestrial broadband networks, including enabling access to spectrum, as appropriate, as an important component of access to broadband services and applications, including remote, poorly attended and unattended areas".
