Industry representatives, moderated by Esteban Lescano, Director of the Legal and Public Policy Commission at Cabase, discussed court-ordered blocking of websites and applications linked to audiovisual piracy. The debate included Jorge Bacaloni, President of the Audiovisual Anti-Piracy Alliance, and Alejandro Amendolara, lawyer and advisor at Cabase.
From the Brazilian perspective, Basilio Rodriguez Perez, President of LAC-ISP and Vice President of Abrint, participated remotely in the panel. He called for the need to centralize blocking orders in a technical body, avoid excessive blocking that affects legitimate services, and provide training to the judiciary on how the internet works.
In Argentina, participants emphasized that court orders must be complied with, but that a more efficient framework is needed, with public registries, clear procedures, and coordination among rights holders, operators, industry associations, regulators, and the judiciary.
The final proposal was to move forward with a working group to define best practices, reduce collateral effects, and address piracy as an issue affecting the entire industry.
