Claro’s dominant position in the Colombian mobile market was a major contradiction within the philosophy of private competition promoted by the ICT minister, Diego Molano. Thus, took measures to balance the market situation: the inability to participate in the bidding for the AWS band in June 2013 -only allowed it to bid for spectrum in 2500 MHz-, look for new entrants to the mobile market –went from three to seven operators in recent years- and especially, the establishment of asymmetric access charges to the detriment of the subsidiary of América Móvil.
