The board of directors of the Agencia Nacional de Telecomunicaciones (Anatel) (Telecom regulator) considered that the blocking of the so-called TCP/IP gate by operators to those customers who use the residential service to promote applications, does not violate the principle of network neutrality stated in the Internet Civil Framework.
