Currently, only 10% of the optical fiber network is used, complicating the goal of reaching 60% of localities with more than 100 inhabitants with fixed or mobile Internet access by 202. In the meantime, a real "Mhz by Mhz fight" is being experienced with the operators for the proposals of frequency rearranging.

The management of the Ministry of Transport and Communications (MTC) in the first months of 2019 focused on two areas: solving the underutilization of the fiber optic backbone network and the problems about regional routing projects; and face the rearrangement of spectrum to massify 4G and pave the way to 5G.
