National AI strategies: first initiatives sought to contemplate ethical issue from the architecture thereof

Mexico is the first country in the region to formally present a strategy for the use of artificial intelligence. In addition to focusing on privacy, security and skills development, for the OECD and ITU all systems must have the human being as the focus.

While there are several initiatives to create a national Artificial Intelligence (AI) strategy, Mexico is the only country in Latin America that formally presented clear action to promote its development, adoption and use. Uruguay identified four pillars within its objectives in this area, which includes within its Digital Agenda: the inclusion of AI in public administration, the ability to develop it, its use and its application and the digitalization of citizenship. In Argentina, the government presented through the Ministry of Science and Technology a call to define the National Plan of Artificial Intelligence 2020-2030, which includes other topics such as blockchain, Internet of things (IoT) and big data and a bilateral cooperation with France, South Korea and Canada.
