The Regulation and Supervision Authority for Telecommunications and Transport (in Spanish: Autoridad de Regulación y Fiscalización de Telecomunicaciones y Transportes, ATT) has published "Provisional Instructions for the Provision of Value Added Services by Mobile and PCS Entertainment Network Operators."
