ATT publishes the instructions for value added services

The Regulation and Supervision Authority for Telecommunications and Transport (in Spanish: Autoridad de Regulación y Fiscalización de Telecomunicaciones y Transportes, ATT) has published "Provisional Instructions for the Provision of Value Added Services by Mobile and PCS Entertainment Network Operators." The text defines procedures for enabling and disabling services such as text content, image, video, Ringbacktones, Backtones provided with a cost by the operator.

Subscribers must expressly state their acceptance of service, through a free notification. To access the service, the user must have anticipated credit in their service.

Billing terms, postpaid consumption should be disaggregated by each type of service, and each SVA provider of entertainment billed -in prepaid, the cost of services should be reflected under calls. Last June, the ATT surveyed users on receiving unwanted SMS.
