The Instituto Federal de Telecomunicaciones, Ifetel (Telecom regulator) awarded the "single private license to use, develop and exploid frequency bands of the radio spectrum for private use for experimentation in the 700 MHz band, on behalf of the Secretariat of communications and Transport (SCT) ". The aim of the initiative is, according to the regulator, to conduct LTE field trials to be carried out in 90 MHz band in question to start the deployment of the wholesale shared network.
The permit was obtained by the government agency that covers the cities of Azcapotzalco and Cuautitlan Izcalli, in the Mexico City; Acapulco, Guerrero; Guadalajara, in Jalisco; and the metropolitan area of Monterrey, belonging to the state of Nuevo León. The regulator said that spectrum was directly awarded without bidding because it is for experimental stages.
Also, the Ifetel confirmed that the facility shall be operational by 2018 and that advantage shall be taken from 90 MHzto be released during the transition to Digital Terrestrial Television (DTT) and from resources of the Comisión Federal de Electricidad (CFE) fiber optic backbone. Moreover, it was proposed to establish working guidelines to optimize the spectrum used in radio services in the AM and FM bands, relocate the television channels below channel 37 and conclude bilateral agreements in this area with neighboring countries if necessary.
