In 2014 Latin American users spent on average 3.84% of their income for broadband access

The percentage for fixed broadband plans (1 Mbps) was 17.8% in 2010. The biggest increase occurred in Bolivia, which rose from 84.8% to 20.85% of the income: a 60% improvement in the affordability of the service in this South American country responds to falling rates.
