Mexico has the cities with fewest administrative barriers for broadband deployment

Mauricio Agudelo, expert in Telecommunications and ICT of the Latin American Development Bank (CAF), referred to the study on "Best practices identification in cities for broadband expansion in Latin America" ??developed by Cet.la along with the financial entity . The study evaluated barriers identified according to thematic indexes: Administrative, Infrastructure, Economic and Sociodemographic. In each index, the situation was analyzed for 57 cities belonging to a total of 20 Latin American countries, including the 20 capital cities as well as a selection of cities among those most populated in the region. According to the Administrative Index, the cities with fewest barriers were Puebla, Aguascalientes, Guadalajara (Mexico), Valparaíso (Chile) and Medellín (Colombia).

The report identifies as main challenges in terms of infrastructure construction, the development of codes of good practices defined at the national level for deployment of laying and installation of radiant equipment, monitoring emissions and complying with limits endorsed by WHO, as well as encouraging mimetization, sharing of infrastructure and coordination of deployments but without incurring obligations. In economic terms, it is suggested to apply tax deductions or the implementation of Universal Access and Service Funds to expand coverage in unprofitable areas, as well as to revise sector-specific taxes that pose barriers to new services. In administrative terms, the reduction of the number of licenses needed to provide services, simplify judicial processes and increase transparency of processes is indicated, among others.
