NPlay 2018

Oscar González: "We are going to work on an ambitious network sharing policy"

This morning the 2018 edition of N-Play 2018 began in the city of Córdoba, organized by Grupo Convergencia. At the beginning of the event, the Undersecretary of Regulation of the Setic, Oscar Gonzalez, said that the path started with Decree 1060/17 will be deepened, to further facilitate multiple or shared access to infrastructure and networks. "It is a possibility that makes investment more efficient and facilitates life in urban areas, although we know that the debate will be difficult".

González vindicated the actions of the government in ICT regulatory matters. "Today there is no lack of law, we have two laws and we have a policy that I think is quite clear in terms of the objective we are pursuing to achieve networks and services convergenc", he said. The official also considered that there is regulatory certainty, with laws in force in terms of convergence as regards available networks and platforms, while admitting that it is necessary to resolve the entry of telephone companies to the DTH. Although he defended the decision that it is the Congress who defines the issue.

According to the Undersecretary of Regulation, convergence does not necessarily imply a single law, there are few countries that have a single regulator and a single law, although we accept the challenge of concentrating everything on a law, for which we need political consensus". The laws in force they have some barriers, we raise some of those barriers, our government carried out a gradual task of seeking consensus, of generating schemes where all the actors can find their niches, opportunities and we are in that process", said González. In this line, he stressed the development of new regulations such as those for MVNO, licenses and the regulation to be published on interconnection, in addition to conducting public consultations.

On the other hand, the official characterized that some dynamics in the sector have been delayed due to the "demand of the market itself. It is not that the Government made the decision to slow down or prevent the entry of new providers".
