Vive Digital program could be turned off for non-payment

MinTic did not transfer the fifth payment of US$11.1 million to the Fondo Financiero de Proyectos de Desarrollo (Fonade) (Financial Fund for Development Projects) that had to be made 15 months ago and justified it upon the fact that there were regions where integrators joined irregularly. The situation could result in at least 900 municipalities running out of public Internet. For its part, the Fonade ensures that the irregularities that MinTic denounces were not confirmed by the Superintendence of Industry and Commerce and that, with the same integrators, the MinTic had already made the four previous payments. The Fonade is responsible for hiring the connectivity of the points, maintaining the equipment and designing the trainings for the users of the regions. The hiring of the integrators was done directly because the system enabled them to be hired without going through a public bidding process. The lack of payments could generate to the Fonade, financial damages that could amount to US$34.8 million.
