Oscar Nocetti, former president and current member of the Board of Directors of the Cooperativa Popular De Electricidad Obras y Servicios Públicos de Santa Rosa (CPE, in Spanish) recommended that Enacom compensate cooperatives with NRAs. Thus, the lack of financing suffered in the last two years could be recovered. Nocetti stressed that they do not have planned investments for the next 5 years due to the legislative obstacles in the sector. "They left us without the possibility of investing, we were crushed," he assured.
CPE planned for this year a US$ 60,000 investment to purchase terminals for the extension of its FTTH network in Santa Rosa and 7 surrounding towns, but did not receive the corresponding authorization for that disbursement. "We already have the ship with the terminals ready to leave Korea, but they don't allow us to buy that foreign currency," he said.
In the meantime, Pablo Bressano, Infracom president, considered that the Universal Service Trust Fund (FFSU, in Spanish) should also cover extraordinary issues, such as the impact of the quarantine on the use of networks.
