The Supervisory Agency for Private Investment in Telecommunications (Organismo Supervisor de Inversión Privada en Telecomunicaciones, Osiptel) launched a public consultation process on the modification of complementary regulations applicable to the network facilities of rural mobile infrastructure operators (operadores de infraestructura móvil rural, OIMR), with the aim of identifying potential areas for improvement in those rules.
OIMRs are companies authorized to build and operate mobile network facilities, including access and transport, in rural and priority social interest areas, which can be used by mobile network operators (operadores móviles con red, OMR) that do not have deployed infrastructure in certain locations.
The document prepared by Osiptel for this consultation notes that more than eight years have passed since the approval of the regulations that established the technical and economic rules governing the provision of OIMR network facilities. During that period, eleven relationships between OIMRs and OMRs were established, with various issues identified in the setup and execution of those arrangements, as well as potential areas for improvement in the complementary regulations.
Interested parties may submit their responses to the questions raised in the consultation until March 30, 2026.
