At the start of the event, José Clastornik, head of the Agency for the Development of E-Government and the Knowledge Society of Uruguay, explained that the very low profile of the agency allowed to deploy a state policy despite the high exposure of the Uruguayan government regarding plans for e-government and ICT development promoted by President Tabare Vazquez. Clastornik joked about the "failure" of the next government target to bring to 100% proceedings digitalization throughout process thereof, on considering that "with an 80%" of goals met he would be satisfied. Among other actions, he also highlighted the proposal to universalize the medical records of the population and give tablets to retirees and pensioners to promote digital inclusion.
