In late March 2016, the United States Federal Communications Commission (FCC) started off with what it promised, to be a “spectrum extravaganza”, in the words of the then-head Tom Wheeler. The incentive auction - which consisted in acquiring 600 MHz frequencies from television stations and then reselling them to those interested in providing mobile data – failed to meet initial expectations, although it did position itself as an innovative alternative in terms of spectrum delivery.
