Zero Rating, Facebook as prevailing app and danger of "digital assistance"

Flavia Lefevre, adviser to CGI.br of Brazil, was one of the clearest voices in demanding an ex ante regulation for countries with infrastructural deficiencies. Flavia Lefevre, adviser of CGI.br of Brazil, affirmed that in her country C, D and E population segments access the Internet mostly through mobile devices, with limited data plans, which once completed only allow the use of Facebook, first, and Whatsapp. "Customers are subject to Facebook algorithms, Fake News attempts, and can not choose to access other competing applications. There is a prevalence of Facebook as an application and restrictions to which we must pay attention to these Zero Rating plans", she said.
