Uruguay: 5G tender with soap opera flavor

In the anecdotary of 5G bidding processes in Latin America, Uruguay will remain in the memory for its controversial overtones and the crossfire among authorities, operators and others parties involved.

Since the Ministry of Industry, Energy and Mining (MIEM) commissioned the regulator Unidad Reguladora de Servicios de Comunicación (Ursec) to approve the specifications for the award of frequencies at 3,300-3,400 MHz, and 3,600-3,800 MHz, in December 2022 (Decree No. 425/022), the process faced challenges and accusations, product of a lack of dialogue between those involved, at least through institutional channels. The interests and needs of both were not put on the table in formal meetings between MIEM and Ursec, on the one hand, and applicants or those interested in the auction, on the other, which, to take cases from the region, does happen in Argentina (beyond the stagnation of the matter) and it did happen, successfully, in Brazil.
