Starlink and the deregulation of the satellite services market in Argentina

While Starlink's recent entry into the Argentine market generated media attention due to the decree signed by the new government, background information indicates that the company has been licensed to operate in FSS since 2020 and worked with ARSAT to coordinate frequencies. Experience in other countries in the region shows that high costs and user experience limitations could restrict its widespread use in Argentina.

The Starlink internet constellation held an unusual place in the news in Argentina in the last 10 days of December following statements from President Javier Milei after the signing of Decree of Necessity and Urgency 70/2023. This decree, consisting of 366 articles, aims to deregulate the economy, specifically liberalizing the satellite service market by repealing Article 34 of the Argentine Digital Law (Law No. 27,078). The decree allows for the free provision of services from satellite communication systems, with the sole requirement being the registration of operations for frequency coordination to prevent interference with other systems. The president explained that the decree deregulates internet services "to allow competition from foreign companies, such as Starlink."
