Andinatel urged the operator in Guayaquil to decide whether to leave its 25.5% stake in the mobile risk-sharing firm, Telecsa, or pay the US$ 15.8 million owed for the said portion. Andinatel paid the corresponding monies to Pacifictel without a document certifying the operation, after the consortium was awarded a license to operate the third cell band. The National Telecom Commission may determine the intervention of Pacifictel, therefore, operations and investments may be quite affected.
