The main improvements in the affordability of broadband service between 2010 and 2014 were registered in Bolivia, Paraguay, Ecuador and Colombia, if one compares fixed broadband rates (1 Mbps) as a percentage of GDP per capita surveyed by the Economic Commission for Latin America and the Caribbean (ECLAC) for the document "State of broadband in Latin America and the Caribbean 2015" (see graph illustrated in this article). Bolivia passed from designating 84.8% of salaries five years ago to 20.8% in 2014, followed by the other three countries, with average declines of 15 percentage points.
