The new version changes the axis of the regulation. It goes from focusing on identifying the failures of operators to the experience perceived by users when receiving the service. In addition, it presents indicators that contemplate the disadvantages that occur with the migration of technologies to new generation networks. However, providers complain that field measurements are made and published by the regulator.

The Communications Regulatory Commission (CRC) in December last year issued the New Quality Regime in Telecommunications Services whose main change is that it goes from assessing the failures in the infrastructure of operators to contemplating the perception of the quality of service by users. In addition, it establishes that it is the CRC and not operators that will measure quality of services. In case of not reaching objective values ??of the indicators, operators must follow the design and execution of an improvement plan that they will present to the MinTic within a period of 15 days.
