Yesterday the 12th annual meeting of the Internet Governance Forum (IGF) began in Geneva. The meeting convened by the UN is crossed by the recent decisions of the US FCC to limit net neutrality. Without explicit references to FCC measures, Doris Leuthard, president of the Swiss confederation, welcomed the forum with the claim that "We cannot only regulate the Internet, it is necessary to engage in a dialogue between its actors of what we can regulate and what we can do together with common rules. " Along these lines, Liu Zhenmin, General Secretary of the UN Department of Economics, expressed the need for Internet governance to be "global, based on rules, transparent and with new institutions".
