The Costa Rican government presented a bill to transfer from the Superintendency of Telecommunications (Superintendencia de Telecomunicaciones, Sutel) to the Costa Rican Innovation and Research Promotion Agency, the administration of resources and projects funded by Fonatel, the National Telecommunications Fund. The initiative proposes that the Promotion Agency directly oversee the definition, contracting and monitoring of Fonatel projects, while also allowing it to use trusts with banks within the National Banking System.
